In Tanzania the Tanzania Plant Health and Pesticides Authority (TPHPA) inspects and certifies every consignment of plants and plant products.

1. One-time registrations (do these first)

  1. Business registration and TIN
Register the business and get a TIN from the Tanzania Revenue Authority.
  2. Talk to TPHPA before your first export
TPHPA inspects and certifies every consignment. For protocol markets such as avocado to China, the exporter, farms, packhouses and fumigation companies must be registered with TPHPA. www.tphpa.go.tz
  3. REX number for the EU
For the EU, register as a REX exporter with your customs authority so you can write the statement on origin on your invoice. Below EUR 6,000 per shipment, any exporter can make the statement without REX registration.
  4. TAHA membership (optional)
The Tanzania Horticultural Association helps with market links, training and air-freight logistics. www.taha.or.tz

2. For every shipment

  1. Inspection
Apply to TPHPA for consignment inspection, pay the inspection fee and agree the inspection date. Inspection usually takes 1-2 working days.
  2. Phytosanitary certificate
Apply for the certificate after inspection and pay the certificate fee; it usually takes 1-2 working days. Fees rose sharply in 2025: TZS 331,320 per container consignment over 1,000 kg (inspection plus certificate) and TZS 155,000 for non-container shipments over 1,000 kg at airports. Confirm the current schedule with TPHPA.
  3. Origin and commercial documents
Statement on origin (REX) for the EU. For other markets, certificates of origin come from the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA), or ZNCCIA in Zanzibar. Plus invoice, packing list and air waybill.

3. Crop rules

Avocado to China

Since September 2024 Hass, Fuerte and Pinkerton avocados can go to China. Exporters register with Chinese customs through TPHPA; farms, packhouses and fumigators must be registered with TPHPA, and farms must manage fruit flies and moths.

Peppers, citrus, peaches, pomegranates to the EU

Peppers (Capsicum), citrus other than lemons and limes, peaches and pomegranates going to the EU must meet special rules for false codling moth: a pest-free area or place of production, or a registered production site with an approved systems approach or treatment. The details go on the phytosanitary certificate - agree the option with your plant health agency before the season.

Buyer certifications

Not required by government, but most buyers ask for them.
